I just read on another post that you should right click on FS98.exe and alter the compatibility settings to Windows XP SP3 and use the 16 bit option that is also on that tab page and 'it will work fine' according to the author. I haven't tested this, but it was a confident sounding piece of advice, so give it a go. I've got windows 7 x64 and I run Combat Flight Sim 1 (CFS1) which is a similar engine and I was considering actually getting hold of an ISO Download of FS98 mainly for the scenery folder that has large 'regional' Folders that have basically got elevation and terrain basics covered for use in making large scale warfare in CFS1. But I though I better check out the compatibility issue first! Also Microsoft have a win 7 tool called 'Microsoft Application Compatibility Toolkit' which is the real deal for sorting the Main executable and 'dependencies'. Ie other functions, like different views that seem to be the main problem.
Takes a bit of time and patience and reading, but within half a day you can master the use of this tool. If those methods fail the last possibility is Windows Error Reporting which you can get to give Microsoft the info and sometimes they have fix or if the demand is numerous they attempt a remedy! I've been pleasantly surprised a couple of times. But I don't we will need that service.
You may also check for the compatibility of the game from the Windows 7. But Combat Flight Simulator 2 is fully compatible with Win7 64bit and needs.

I have solved the problem by doing this:- go to the following Website Link, and download the 64 bit version of Vmware Workstation Player if your Windows 7 is 64 bit, or the 32 bit version:- Then go to the following Link, and download Windows 98 for use in Vmware Workstation Player:- and choose whichever Mirror you wish. Download the 7-Zip Program from the following link:- as the Windows 98 file is in that format, and use that program to extract the files to a folder on your Computer. Name it Windows 98 if you wish. Install Vmware Player Workstation, and run the relevant Windows 98 File in the folder you created.
Please feel free to ask if you don't know which one to run. And FS98 should run on your Computer properly. Also use the Opera Internet Browser in Windows 98 to download FS98 Files i.e. Scenery, Aircraft Adventures etc. Jb4 interface program. And use an old version of Winzip to extract them.
